JAKARTA, Java Crime - The Minister of National Development Planning, on Friday 7/05/2021, visited the Suwung Serbagita Regional landfills in Bali Province.
Based on the study of the Systemiq-Bali Partnership in 2019, it was revealed that the amount of waste generation in Bali Province was 4,281 tons per day. With a composition of 60% organic waste, 20% plastic waste, 11% paper waste, 2% metal waste, 2% glass waste, and 5% other waste.
The minister said that reforms were needed on two sides. First, on waste management. Second, on the financing of waste management.
Reform on waste management is needed to support the Circular Economy concept which is in line with the Low Carbon Development of Indonesia policy. In addition, waste management innovation is needed in order to create various products with economic value.
Furthermore, educational reforms as well as incentive and disincentive schemes are needed so that the Balinese are willing to reduce and sort waste together with the local government that is responsible for collecting and managing waste from sources.
"Waste management from the upstream should be prioritized in order to reduce the burden on TPA," said the Minister.
On the side of waste management funding reform, in order for the revitalized Sarbagita Suwung TPA to function optimally, the waste management fund retribution requires reforms with various funding innovations.
The minimum cost of managing waste from upstream to downstream using a sanitary landfill system is IDR 125,000 - IDR 180,000 / ton. Meanwhile, the operational costs for collecting and transporting Rp. 150,000 - Rp. 270,000 / tonne of waste.
The Minister also conveyed the plan to build PLTSa Suwung Serbagita Bali. This PLTSa will have a capacity of 1200 tons of waste per day. The planned electricity production is 15 to 20 megawatts, with 4 service areas, namely Denpasar City, Gianyar Regency, Tabanan Regency and Badung Regency.(*Red)
